Lung-Qi not descending, Lung-Qi and Kidney-Yang deficiency.
Action
Restore the descending of Lung-Qi, expel Wind from the bronchi, tonify Kidney-Yang and the Kidneys Defensive-Qi portion.

Explanation
This formula is for chronic retention of Wind against a background of a deficiency of Lung-Qi and of the Wei-Qi system of the Kidneys.
Although the formula tonifies the Lungs and Kidneys, its main thrust is to expel Wind and restore the descending of Lung-Qi. Therefore, the formula addresses primarily the Manifestations (Biao), not the Root (Ben).
I would recommend addressing the Root with acupuncture by reinforcing points such as LU-7 Lieque, LU-9 Taiyuan, BL-13 Feishu, Du-12 Shenzhu, Ren-4 Guanyuan and BL-23 Shenshu.
